Produced water is a major routine discharge from offshore oil and gas operations. In the OSPAR maritime area, its management includes controls on dispersed oil concentration and the total quantity of oil discharged.
What is the OSPAR performance standard?
OSPAR states that dispersed oil in produced and displacement water should not exceed 30 mg/L as a flow-weighted monthly average under Recommendation 2001/1, as amended. Operators must also follow the national permit and reporting requirements that implement the relevant OSPAR measures.
The current authoritative source is the OSPAR Commission guidance on offshore discharges. Always check the applicable permit and current national regulator requirements before making a compliance decision.
A monthly average is not a single spot reading
A flow-weighted monthly average combines concentration and discharge flow over time. One grab sample or one analyser reading cannot by itself establish the monthly value. The sampling frequency, reference method, flow data and reporting calculation all matter.
Operational monitoring and regulatory analysis
A continuous or portable analyser can support treatment control, early warning and investigation. It should not be described as the regulatory reference method unless the permit, method approval and supporting evidence explicitly establish that role.
Where monitoring can help
- Trend treatment performance before discharge.
- Identify short process excursions for investigation.
- Compare upstream and downstream treatment stages.
- Select representative samples for laboratory confirmation.
- Provide an alarm or plant signal when an agreed operational threshold is crossed.
Method correlation
If an operational UV fluorescence measurement is compared with a reference dispersed-oil method, use paired samples across the relevant concentration and matrix range. Document the oil composition, sample handling and statistical relationship.
Suitable Turner Designs approaches
The TD-550 and TD-560 can support discrete sample investigation. The TD-120 provides a continuous trend from a representative sidestream. Suitability remains application-specific.
Compliance responsibility
This page provides general measurement information, not legal advice or a substitute for a discharge permit. Contact PMA to discuss operational monitoring after confirming the required reference method with the responsible regulator or laboratory.
